The Vice President of Business and Administrative Services serves as the Chief Financial Officer and administers the business affairs of the college including the Student Business Office, Facilities, Maintenance & Operations, Bookstore, Campus Police, College Business Services, Information Technology, Scholarships, Financial Aid, and oversees the planning, preparation and administration of the budget.

Richard Hullum brings more than 13 years of financial and administrative leadership experience across public and private higher education and the private sector, with extensive experience in fiscal management, strategic planning, college operations, and organizational leadership. As an alumnus of Moorpark College, Richard also returns to a community that has been part of his own educational journey, bringing a meaningful personal connection to his role. 

Richard is well acquainted with our District, having served several key roles, including Acting Vice President of Business and Administrative Services at Oxnard College, Acting Associate Vice Chancellor of Financial Services, and District Budget Director. Through these roles, he has developed a broad understanding of college and district operations and a strong record of working collaboratively with faculty, classified professionals, administrators, and district leadership.

Richard is excited to return to Moorpark College and contribute to the institution that played a role in his own educational journey, building upon our strong tradition of excellence, innovation and service to students.
