Apply directly through the U.S. Department of Veterans Affairs (VA). Once your application is approved, the VA will issue a Certificate of Eligibility (COE) or applicable award letter. Provide your eligibility documentation to the VRC and complete the enrollment requirements outlined on our Getting Started page.

Apply for VA Educational Benefits 

These documents serve different purposes:

Note: Students using Chapter 31, Chapter 35, or other educational benefits may receive different eligibility or authorization documents. Contact the VRC if you are unsure which documentation to provide.

The VA currently reports an average processing time of approximately 30 days for educational benefit applications. Processing times may vary depending on your application and individual circumstances. If you applied online for Post-9/11 GI Bill® benefits, you may be able to download your decision letter through your VA account.

Check Your VA Application and Certificate of Eligibility

Yes. You may apply to Moorpark College and register for classes while waiting for your VA eligibility determination. However, you must receive your Certificate of Eligibility (COE) or applicable benefit authorization documentation before completing the Veteran Student Intake Form.

The completed intake form is required before you can access VRC services or meet with a VRC Counselor to develop an educational plan for VA benefit certification.

Important: Until you have completed the required VRC intake and counseling process and your eligible courses have been certified for VA educational benefits, you will be considered a self-paying student and responsible for your tuition and fees.

We encourage you to apply for your VA educational benefits as early as possible to avoid delays in accessing VRC services and receiving your educational benefits.

After you have completed the required VRC procedures, the college submits your enrollment certification to the VA.

VA processing and payment timelines vary. To help avoid delays, complete your educational plan, register for classes, and submit your MC GI Authorization Form as early as possible.

Eligible students using the Post-9/11 GI Bill® receive their monthly housing allowance (MHA) at the end of each month for the period they attended classes. Your first payment may be delayed while your enrollment is being processed. Payments are also prorated when classes begin or end partway through a month.

VA Educational Benefit Payment Information

For standard-length fall and spring undergraduate semesters, 12 units generally constitute full-time enrollment. To qualify for the Post-9/11 GI Bill® monthly housing allowance, your rate of pursuit must be greater than 50%. Your payment amount also depends on your benefit eligibility percentage, course dates, and instructional modality.

Summer and other accelerated courses may have different enrollment calculations.

Current Post-9/11 GI Bill Benefit Rates 

Yes. Eligible Post-9/11 GI Bill® students taking online-only courses may receive a monthly housing allowance at a reduced rate. Students taking at least one qualifying in-person course alongside online courses may be eligible for the higher resident housing rate.

Your payment may be lower due to your enrollment status, benefit eligibility percentage, online-only courses, or classes that begin or end partway through the month. Late-start courses and changes to your class schedule may also affect your monthly payment.

Understanding Your VA Benefit Payments

No. The Post-9/11 GI Bill® monthly housing allowance is not paid during breaks between semesters or other periods when you are not enrolled in classes. If your classes begin or end partway through a month, your payment will be prorated for the applicable enrollment dates.

Payment procedures depend on your benefit program.

Under the Post-9/11 GI Bill® (Chapter 33), eligible tuition and fee payments are generally sent directly to the college, while housing and book allowances are paid to the student. Students using the Montgomery GI Bill® (Chapter 30) or Survivors' and Dependents' Educational Assistance (Chapter 35) generally receive monthly educational assistance payments directly from the VA.

You do not normally need to submit a new VA benefit application each semester. However, you must meet with a VRC Counselor to review and update your educational plan, register for your classes, and complete the applicable VRC authorization process each semester you intend to use your benefits.

Students using applicable VA educational benefit programs must complete monthly enrollment verification to maintain their benefit payments. Verification requirements and available methods vary by benefit program. You may be able to verify your enrollment online, by text, by email, or by telephone.

Complete Your VA Monthly Enrollment Verification

Yes. You may be able to receive benefits for courses taken at another college if those courses apply toward your approved program of study at Moorpark College. Contact your VRC Counselor before registering at another college. A Parent School Letter or other authorization may be required to certify your enrollment at the additional institution.

The CalVet College Fee Waiver is valid for the academic year indicated on your award letter. Students must renew their waiver each academic year and provide the new award documentation to the college.

Apply through a County Veterans Service Office and submit your updated award letter as early as possible to avoid delays in processing your fee waiver.
